Energy and Environment WG Meeting

The first WG meeting of Energy and Environment on Electricity Supply Reliability Rules took place on 1st of April, in the National Parliamentary Library of Georgia.  Internal expert, Ms. Nino Maghradze and international expert Mr. Peter Marcan presented the recommendations which was consisted of the following issues:Commercial of Quality; Continuity of Supply;Voltage Quality; Mr. Giorgi Shengelia (Deputy Director of International Relations’ Department of Georgian National Energy and Water Supply Regulatory Commission) and Mr. Giorgi Vashakmadze (Director of W-Stream Caspian Pipeline Company) were co-chairs of the meeting. In general, WG members were actively engaged in the discussion. They were providing additional information and advices to the CSO and governmental representatives about the security of the electricity supply. WG members, especially GNERC representatives specified and verified information (in some case Data) which were provided by internal and international experts.The purpose of the project is to institutionalize the public debate on the EU related issues based on the partnership of governmental, non-governmental and business organizations in Georgia to ensure facilitation and participation of the civil society in implementation of the Association Agreement; to strengthen the expert capacities on negotiations on EU integration in Georgia; to engage the general public in national policy-making on EU related issues through establishment of the sectorial EU communities based on the model of the National Convention on the EU Working Groups; To create the interactive and permanent information channel for all segments of the society. Transfer the Slovak know-how in the field of democratic institutions building and permanent expert dialogue. The project envisages public discussions and conclusion of relevant recommendations, which should assist the implementation process of EU - Georgia Association Agreement and should increase public awareness. The project cover various fields, one of which is the Energy and Environment Sector.

The MAIN FEATURES AND FINDINGS

  • Introduction of instructions and guidance on data collection as a precondition for any regulatory intervention. These instructions shall ensure that measuring, registration and reporting requirements are consistent with the regulatory objectives.
  • Assessing whether regulatory instruments actually delivers the desired results.
  • Exploration international experience from CEER reports and other reports, which include more detailed recommendations (adjusted for Georgia)
  • Exploration experiences from other more developed sectors regulation.
  • Exploration existing regulatory and legal framework: supply contracts, licenses, secondary legislation, share of responsibility between ministries and regulator
  • WG agreed that well organized coordination and planning between interested parties is utterly important.
